My technique to creating riffs if simple but effective:
1. I listen out for tunes that you may hear people out and about 
humming.
2. I get basic ideas from already existing songs but change the 
tempo and the notes I play slightly.
3. When im bored I get a few pencils and i'll just hit sone riffs 
which sound good and ill transfer them onto guitar.

These are pretty good ways to write your own riffs as it has aided 
me to make many different tunes.
