Yes, definitely about the war and what's happening in the country right now. The first part of the song is talking about how all we do is look at the past (9/11) and how the government uses it to keep us in fear of what "might" happen again to motivate us to stay in the war. He's also talking about how the war is for oil. He says you shouldn't feel bad about disagreeing with the war because you're not the only one that feels that way. And like sacrificed mentioned about, he's not telling Bush that he wants to take his place, but to make better decisions for this country.

Well no doubt about it, this song's barrel is pointed directly at bush and the wars that hes causing. Rob is sayin that hes not trying to take bush's place he just wants him to see what hes doing to the world and the innocent people in it.
