| It's quite obvious he is referring to the Bob Dylan album. My interpretation of the song goes like this... It's pouring rain outside and he's walking down 14th street in New York City (where Nada Surf is from). As others rush up and down the street to escape the rain and make their way to and from their jobs he's able to casualy stroll without worry. | |
