	its about a celeb or similar person who is above the law cause of money or power and his luck runs out... Drag the waters refers to searching for something, in this case looking for who a person ios underneath the suface. They might not be so great. 	Slap on the wrist is whenever you basically receive no consequence for your actions. Drag the waters = search for something. Don't try to bring drugs or anti-government sentiment into every song meaning.

	To me is about someone who gets away with everything and the part, "A smack on the wrists is the words from the mouth of the outsiders, lawyers, police," is just saying that they tell him (words from the mouth) that is wrong, do not do that again, no matter how bad his deed really was in the first place. Then it is saying because his father is highly respected and rich, he gets him out of trouble but of course, his dads knows who their son/daughter really is.

	It's true this song is about a guy who gets away with everything. Phil is yelling the judge to drag the waters some more to find the body of someone (a girl) the guy killed and put in the water.

	Actually after reading the lyrics and all teh different comments I just now came to a new conclusion about the song. Its about a judges son getting a reduced sentence for possion of an illegal drug, maybe even dealing and or commiting acts of violence. I used to think the judge's son had raped and murdered a girl and Phil is screaming to drag the waters some more to find her body, my main reason for not thinking this is that maybe the "woman" in the second verse is actually a reference to a drug. On the other hand "Promised you (swore) that no one had been there" sounds more literal than figurative so its really hard to tell. Most of Pantera's songs seem like a combination of figurative and literal, making it really hard to know the exact meaning when most of their songs seem to have multiple possibilities.

	Well, I think the "smack on the wrist" is definitely saying that the person didn't get shit for all the terrible things they done, that they don't even believe what they did was wrong, and this "reduced" sentence is justice, but Phil says that it is bullshit, that the guy is bad. I think I_LIKE_BEANS is def. on the right track...any way about it, it's a kick ass song, one of my fav.
