The song "Blind Dogs" appeared on the Orignal Movie soundtrack
of the Basketball Diaries.I'm not even sure if it appeared on
any actual Soundgarden albums. They use either a chorus, or a
tubescreamer, with some slight feedback.

I think the song is about blind faith. The "blind dogs" in this song represent people who disregard reason in favour of illogical personal beliefs. Although Cornell makes reference to religion ("The safe bet is on your knees, Bow your head to the Trinity"), I think the song applies to people in general, and that you should keep an open mind to different ideas. "Suffer to swim and dying to sink These things in the air They will make you think" This makes the song in my opinion. It really drives home the point of keeping an open mind.

One of the only good songs on the Basketball Diaries soundtrack. Really good...
