I agree that it is about a pyromaniac. The line "To burn the planet Earth" is more of a wish than an actual goal. The pyromaniac deeply plans attacks on various cities and burns them down. He/she starts a massive fire and watches, something very common with pyromaniacs. This continues until the death of the pyromaniac, which may be as a result of their own power. "A victim of myself" One of my favorite Testament songs. It's amazing.
