and that line, to me, is a statement to all the music critics and people who flatly state "rock is dead" while bands like the Who keep on going right in their faces

The Bingo and rock were pushing out X rating part is supposed to simplify how over the borderline popular music was getting at the time.

This song says how most people thought that rock was on a downfall but The Who said no rock can never die.
